Electrolytes are created for and essential to both horses and humans. At its most basic level they are a combination of salts and minerals that are used for chemical processes within the bodies cells. When a horse is dehydrated after strenuous exercise or hot conditions, it means it has lost fluids and electrolytes. Simply providing water is inadequate as it will not replace the electrolytes; it will actually dilute them and may possibly lead to overhydration.
